Raff said he believes his sta tion can become competitive with Channel 49. But, he said, to effectively com pete with the market’s other two sta tions, KTMJ would have to start an aggressive news operation. And that isn’t in his plans. “I would be crazy to tell you that we could compete with WIBW’s news operation or KSNT’s head-to-head,” Raff said. “If we put a newscast together, most of the (advertising) rev enue would still go to WIBW and KSNT.” Even though he has decided against providing a regular local newscast, Raff said KTMJ might someday attempt a news program that would provide in-depth coverage of a few local issues.
