WNCITV REQUEST CONTROVERSIAL Application Moves Slowly his Stras- with discus ©—The Television will Lor- Dhpatch Washington Bureau WASHINGTON — The Federal Communications Commission is moving slowly toward action on Nationwide Communication’s controver sial application to increase the power and antenna height authorized for UHF television station WNCI-TV. The application is opposed by Ohio State University, with the support of the Na tional Academy of Sci ences, on grounds that modifi cation of the WNCI-TV con struction permit would result in disruption of operations of the university’s Radio Astron omy Observatory. ATTORNEYS FOR WNCI- TV, for which a Ch. 47 con struction permit was granted by FCC on May 19, 1967, con tend that OSU and NAS ac tually are attempting to block any use of Ch. 47 at all in the Columbus area. But they argue in papers filed with FCC that neither OSU nor NAS has established that it is an “interested par ly” within the meaning of the Communicatins Act and that :n any event, their expressed fears of the effect of WCNI- TV on the observatory are without merit.” WNCI-TV attorneys also contend that construction of the proposed tall antenna tower, which would have a candelabra arrangement, could benefit OSU, because its own television station, WOSU-TV has been consider ing joint use of the tower to support its own antenna and thus increase its broadcast range. BOTH SIDES have filed ex tensive engineering opinions in support of their opposing petitions. WNCI-TV, which would be © the first commercial UHF sta tion in the Columbus area, asked FCC last Jan. 8 for permission to relocate its ap proved transmitter site near Worthington by moving it ap proximately 2,300 feet north, increase its antenna height from 559 to 1,099 feet, and increase its power from 610 kilowatts to 2,186 KW. OSU, in a petition filed in its behalf by the Ohio Attor ney General’s office in April, told FCC it had been “con cerned” by WNCI’s original plans, but had offered no op position. Two Actors Contribute To Workshop Larry Hagman, star of “I Dream of Jeannie” is spon soring a $500 scholarship for a deserving young artist in the Los Angeles area as a joint venture with the Studio Watts Workshop in Watts. In addition, Larry holds infor mal sessions at the workshop as does Otis Young, co-star of “The Outcasts.” Otis instructs classes three nights a week in Watts, training young Negroes in the arts of acting and production. Drama Series Has 8 Scribes On PayroU HOLLYWOOD — The new NBC drama series for 1968- 69, “Prudential’s On Stage, ’ has eight American play wrights working on original scripts that focus on contem porary life. Not all of the plays will be seen in the coming season, for the program will present BUT, THE university said, modification of the construc tion permit as asked by the station would seriously im pair operations of its $2 mil lion astronomy observatory, one of the world’s most pow erful. The resulting increase in WNCI’s signal strength, the petition contended, would re (luce the observatory’s tele scope range by 76 per cent and cause a 98.6 reduction in detectable radio sources available to it.
